the seal isn't going to be perfect. chances are 50-70% of the oil removed if good.

...putting a sucking straw over a gushing oil well that has a dynamic unpredictable flow, and then wonder how a) it will stay together and b) what it will be like to be on the ship, especially if there's a blowout of gas or weird stuff.
top hat already failed. this is something related. never been tried at depth.
*sigh*
root for the relief wells.
