This is pretty insidious. Major out-of-State oil interests are backing pretty much the entire Prop 23 initiative in California that is trying to kill climate legislation. that kind of corporate donation should simply be illegal and unconstitutional. Corporations should simply not be allowed to participate in the human discourse that is politics.
How one would draw the line between what constitutes "legitimate" expenditures on advertising, and "illegitimate" expenditures on politics, I'm not sure, but I do feel pretty sure it ought to be straightfoward to draw some kind of principled line that puts activity in the OP way on the wrong side of the line
