"Yes On 23" Ads Mislead About California's Investment In Clean Energy
CA Prop 23 is simple - the entire text of the bill, below:

SECTION 2. STATEMENT OF PURPOSE
A. The people desire to temporarily suspend the operation and implementation of AB 32 until the state's unemployment rate returns to the levels that existed at the time of its adoption.
SECTION 3. SUSPENSION OF AB 32
Division 25.6 (commencing with section 38600) of the Health and Safety Code is hereby added to read:
§38600(a) From and after the effective date of this measure, Division 25.5(commencing with section 38500) of the Health and Safety Code is suspended until such time as the
unemployment rate in California is 5.5% or less for four consecutive calendar quarters.
(b) While suspended, no state agency shall propose, promulgate, or adopt any regulation implementing Division 25.5(commencing with section 38500) and any regulation adopted prior to the effective date of this measure shall be void and unenforceable until such time as the suspension is lifted.


Prop 23's one and only purpose is to kill AB 32, the ground-breaking climate change initiative signed into law by Schwarzenegger in 2006 (yes, "kill" - CA has had 5.5% unemployment for four consecutive quarters exactly three times in the last thirty years). It's bankrolled to the tune of $8M almost exclusively by big oil (Tesoro, Valero, Koch Bros.).

Although it's being hyped as the "California Jobs Initiative" it has nothing to do with jobs. It has everything to do with Selling. More. Gasoline.

1. Authors of Propositions
excel at this kind of bullshit. I've had to wade though decades of endless propositions that aren't at all what they say they are about, are often about just the opposite.

I don't doubt that there are people who voted Yes on 8 because they thought they were voting to approve same sex marriage. And the authors counted on that being the case.

I've given up on reading stuff that comes in the mail, although voting against the slickest presentation I've found to be a fairly reliable guide.

3. The only thing that works for me
is to look at the bottom line and see who is supporting and who is opposing the propositions. That usually tells me all I need to know.
