Japan issued a call for international reinforcement in its battle to prevent a potential nuclear disaster after a third reactor went into partial meltdown on Monday at the Fukushima power plant crippled by last week’s devastating earthquake.

As the death toll from Friday’s disaster mounted inexorably, engineers struggled to control reactors at Tokyo Electric Power’s Daiichi plant in Fukushima, north east of the capital, whose cooling systems were damaged by the 8.9 magnitude quake and subsequent tsunami.

I would have thought Japan would have immediately gotten the best and brightest together.
