...levels are highly unlikely to prove a problem to off the shelf kit.
I can think of a couple of reasons why it's not being done.
1) The kit you list won't work around many corners, perhaps not even the first one. 2) The range of the kit is quite limited even with a direct line of sight. 3) A cockroach's eye view is not going to be terribly useful.
Any operator would have to get so close, he could achieve almost the same results or better with a telephoto lens on a high MP camera.
Adding a fibre optic spool, giving it a wheelbase big enough to support a man high mast, putting on a camera with good resolution, these things push the price up well past the cheap "abandon if when it get's stuck" point. It also makes it big enough to be major hiderance if it does get hung up somewhere.
