The government would take a majority stake, help manage it and help it pay compensation for damage caused by the nuclear power plant, the paper said citing unidentified government sources.

Tokyo Electric is struggling to control its nuclear power plant in Fukushima after it was damaged by a massive earthquake and tsunami on March 11, which led to the evacuation of residents including farmers in the surrounding areas.

The utility could be facing a compensation bill of several trillion yen, the Yomiuri said.

Tokyo Electric shares were untraded due to a glut of sell orders at 626 yen, down 10 percent from Monday's close. The stock has lost 70 percent since the earthquake and tsunami.
