1. Has the potential.
Despite the overwhelming international coverage of Hurricane Katrina's lethal attack on southern U.S. states, it is the current issue of Solid Waste & Recycling magazine that unearthed an environmental hazard that has the potential of being an underwater Love Canal.

I thought you meant they buried the waste from Love Canal in New Orleans.

Louisiana has been a highly polluted state for many years. I believe they have the highest rate of child cancers (or did).

Air, land, and water pollution in Louisiana. Lots of it. I think that's how they enticed business, no real restrictions.
