I think they need their batteries replaced. Switch the fluorescent lamps to led lamps would help too.

I mean, I know they screw up anything, but honestly, it's not that hard to size batteries and panel properly.

(And on edit, how the heck did they manage to pay $6k each???)

The 42 solar-powered lamps, paid for with a $370,000 grant, are a gift to the town of Greenwich from the New York State Energy Research and Development Authority, state Department of Transportation and SELUX Corp., which manufactures the lights.

Because the lights work entirely on energy gathered through solar panels and require no electricity hookups, the town expects to pay nothing until the lamp batteries wear out in five to seven years.

But the avant-garde look of the lights, which went into full operation in March, has sparked a burning controversy in this rural community. A petition calling for their removal, signed by more than 200 people, was presented to the Town Board during its April meeting.

6. Used to have solar powered footlights for the front walkway ...
... about twenty years ago. Discount store buy and worked great for a number of years. Unfortunately, some jackass stole em and the store stopped carryin them. :(

7. Bad product - someone didn't do their homework
and didn't get performance guarantees.

PV powered highway info signs are very reliable.

There are a half dozen stand-alone PV powered crossing lights in my neighborhood - they work just fine and survived two Cat 3 hurricanes.

8. My solar backyard security light works great
Surprisingly bright, motion switch so it only comes on when we go back there.

It was there when I bought the house and didn't it was even solar until the first time I went up on the roof.
