EU Carbon Dioxide Emissions Below Limit

BRUSSELS, Belgium - Carbon dioxide emissions in 21 European Union countries were 2.4 percent below the limit for the region last year, the European Union said Monday.

The European Commission said industries in the 21 countries did not use 44.1 million metric tons of the carbon dioxide emissions they were allowed during the first year of an emission trading program set up by the EU to cut greenhouse gases.

................

Germany reported the largest surplus of emissions credits, after producing 21.4 million tons, or 4.3 percent less in emissions than its average annual cap allowed.

France, the Czech Republic, and Finland were the next most notable that did not exceed their limits after emitting 19.3 million tons, 14.5 million tons, and 11.5 million tons, respectively.

4. The governments didn't have estimates for current emissions
so they asked the industries - which, not surprisingly, knowing the use it would be put to, said they put a lot out.
