A leading power producer is betting that the regulatory and political cloud from Three Mile Island is finally dissipating, and it plans to use Texas to make the point.

NRG Energy Inc. said Wednesday that it will seek approval to build two more nuclear reactors and roughly double the size of the South Texas Project, part of a $16 billion, decade-long plan to boost its electricity production in Texas and across the United States.

The Princeton, N.J.-based company told the Nuclear Regulatory Commission it intends to pursue a license to build and operate two new reactors, which would pump out more than 2,700 megawatts of electricity. It has not committed to building the units.

At a news conference at the plant in Bay City, NRG chief executive David Crane outlined proposals to spend at least $6.4 billion to expand his company's power operations in Texas, including new or expanded gas, coal and wind-generating facilities.

"The South Texas expansion is the most ambitious, but environmentally and economically the most compelling," he said.

He said the company would expand its power-generating capacity while reducing emissions by using more efficient technologies...
