2. I don't have a clue.
As far as #1 goes, don't ask me when. I live on the NC coast and the wheres and whens of all of the storms begin to run together after awhile. The good news is the ocean has been really, really cold so far this year. We had a little north wind over the weekend, so that may have warmed it up a bit - I don't know.

I lived in Florida 20+ years, so I forgot everything about hurricanes when I moved. And when I was there, the only hurricanes I cared about were the ones heading my way.
