Rice Pronounces Kyoto Round Dead - Hindu News

Washington, Oct. 13 (PTI): Maintaining that the US had to be "honest" in proclaiming the Kyoto Round "dead", Secretary of State Condoleezza Rice has said even if its targets are met, without India and China the world is not going to deal with greenhouse gas emissions in an effective way.

She also asserted that the Asia-Pacific Partnership on Climate and Energy would help growing economies like India and China to protect environment while fulfiling energy needs. "I think we had to be honest about what we thought about Kyoto. Now, I'd be the first to say we could probably have done it a little bit more smoothly than we did...but I think what you're seeing is that Kyoto targets are not being met.

"Even if they were met, without China and India covered by Kyoto you're not going to deal with greenhouse gas emissions in an effective way," Rice said in an interview to San Fransisco Chronicle, a transcript of which was released by the State Department.

"And actually, we've put together a much more effective way of dealing with the climate change issue that was really at the core of the Gleneagles agreement which does understand that economic growth, technological advancement and environment...and energy needs need to go together, that you're not going to be able to tell India or China that's trying to grow rapidly that they're not going to be able to have the energy supply to sustain that growth," Rice said.

course the treaty is not effective and of course India and China will not join.

So first the Bush rejects it then as a result it doesn't work then the Bush says we reject it because it doesn't work. Very clever.
