Canadian Government Now Wants To Start Over On Climate Plan
OTTAWA -- Canada wants to go back to the drawing board on plans for dealing with global warming when countries that have signed the Kyoto Protocol open new talks in Africa next week, federal officials said yesterday.

That move came in the wake of a sweeping report commissioned by the British government that warned the earth faces a calamity on the scale of the world wars and the Great Depression unless urgent action is taken against global warming.

The 700-page "The Economics of Climate Change" report by Sir Nicholas Stern, a senior government economist, says if no action is taken in slowing global warming, rising sea levels, heavier floods and more intense droughts could leave 200 million people displaced by the middle of the century.

At a background briefing yesterday, Canadian officials said Ottawa will seek a "comprehensive review" of the 1997 Kyoto treaty when negotiators from 165 countries meet in Nairobi.
