looking for some info on the clinton roadless bill that bush killed

looking for some info on the clinton roadless bill that bush killed
Is there some site or page that tells you what the law actually says? I'm in a mild argument over whether the law prevented people from using the parks, or if it just prevented new roads from being built.

1. It wasn't a law, it was an executive order
Furthermore, it was one of the slew of last-minute executive orders that Clinton issued in his last two weeks in office.

2. Here's an article
I can't find the text of the Executive Order, but all the artcile's I've read seem to indicate the order only banned construction of roads, not public use (e.g: camping.)

3. It DOES NOT prevent access
The Roadless Rule only prevents the building of roads in areas where they don't currently exist. The "prevents access" line of BS is the mantra of the Blue Ribbon Coalition and other motorized vehicle advocacy groups. They claim that if they can't ride their ATVs everywhere they have been denied access. That is bull. They can still access the forests at their pleasure, they just have to do so by foot or someother traditional means.

The rule would stop construction of new roads and logging in roadless areas greater than 5,000 acres in the National Forests.

Last I heard it was tied up in the courts and seems unlikely to ever be implemented. If anyone has more up to date information I would be interested in hearing it.
