BERLIN (Reuters) - Canada demanded on Monday that all nations
commit to ambitious cuts in greenhouse gas emissions, in a move
seen as meant to shake off Ottawa's image as a climate change
laggard.

But Prime Minister Stephen Harper also repeated his assertion
that Canada could not meet its obligations under the Kyoto
protocol on climate change, a stance which detractors say puts
him in the same camp as U.S. President George W. Bush.

Harper, stressing what he said were similarities between his
approach and that of the European Union, was speaking two
days ahead of a Group of Eight summit in Germany where Bush
looks set to be isolated over climate change.

Harper also praised Merkel's "great leadership and courage" on

Merkel was less enthusiastic, telling the Canadian Broadcasting

that Canada has abandoned Kyoto's goals."
