TEHRAN, Iran (CNN) -- Avoiding a date with the U.N. Security Council, Iran has reached an agreement with three European powers to fully suspend its uranium enrichment activities, Tehran's chief nuclear negotiatior said.<snip>

Crucially, and in line with Iranian demands, the resolution described the freeze as a voluntary, confidence-building measure and not a legally binding commitment, Reuters reported.

According to Moussavian, the IAEA will not seal 20 centrifuges that Iran had asked to be exempted from the suspension. Instead, the U.N. nuclear watchdog will use cameras to monitor the centrifuges.<snip>
