Question Why does any state honor California's permits

Question Why does any state honor California's permits
When California does not honor any other states permits.

It would seem that reciprocity should go both ways.

1. Same for Jersey.
We love it when they come here for our out of state permits. We give them what their own Government refuses.

2. I had a bad
experience one time with a CHP officer. Where I live is about 5 miles form the CA border and there is this CHP officer that lives here in my town. In NV we can carry our rifles in our vehicles fully loaded but no round in the chamber. Anyway, I had my AR-15 in my gun rack because I was going to go shooting at the outdoor range, I had stopped for gas, still inside the NV border and next thing I know, this CHP officer had pulled up behind me, lights flashing, gun drawn ordering me to the ground, well needless to say I followed his orders, he came up and handcuffed me and told me he was holding me until the Sheriff's Dept showed up, I asked him why he was arresting me and he said that I was under arrest for the possession of a banned weapon. I tried to explain that in NV these were not banned but he was a real dick about it. Well the Sheriff's Dept showed up and asked him why he was detaining me and when he told them the charge, they looked at him like he was an idiot. they then directed him to release me and them they arrested him for false detainment and called his supervisor. They didn't take him to jail, just released him with a citation and told him next time he stopped any resident w/o notifying the Sheriff's Dept. he would go to jail and his unit would be impounded. Not a very fun day that day

I would have enjoyed the hell out of everything AFTER getting drawn down on by a police officer.

it but in my capacity as a firefighter I work with police all the time and I figured he was humiliated enough and I did file a formal complaint against him. He was suspended w/o pay for 5 days and transferred to Barstow, CA

6. It's not always a matter of reciprocity
There are a number of states (MT, ID, UT, AZ, SD, OK, TX, MO, IN, KY & TN) that recognize the CCW permit of any other state that meets certain criteria, whether or not there's an agreement of reciprocity (while AK & VT, of course, don't require a permit to carry concealed at all). I actually rather appreciate this, as it means my Washington State Concealed Pistol License is acknowledged in more states than those whose CCW permits are recognized in Washington.

It does seem rather unfair, I admit, that permits from states like CA, MA and NY are honored elsewhere, in spite of those states not honoring anyone else's permit, and making it exceedingly hard to acquire a non-resident permit (if they issue non-resident permits at all, which CA doesn't).

I believe that the position is one of making those residents from states like CA, MA, & NY spokesmen for the other states who've afforded them the courtesy of recognizing their permits. They can then press their state legislators as a fellow resident of that state, as to the desireablility of reciprocity. I believe this type of quiet persuasion has been more responsible than anything for the success of "shall-issue" concealed carry permitting.
