How to build a CA legal AR or AK pattern rifle

In 2001, a California Supreme Court Decision (Harrott vs. County of Kings) clarified that SB23 could not ban AR15/AK47s by series, but must ban them by specific make and model number. The CA DOJ used as a reference the Kasler List which specified which firearms were banned. The CA DOJ admitted in 2005 that the Harrott decision was law and that receivers not listed specifically by make and model number in the Kasler List were legal to possess. Further in September 2006, Attorney General Bill Lockyer clearly laid out the legality of these receivers in a letter to Governor Arnold Schwarzenegger as he wrote in support of AB2728. AB2728 passed and became law on January 1, 2007 and the Attorney General no longer has the ability to list AR15/AK47 Series firearms as assault weapons.


Off list receivers utilizing a 'bullet button' which makes the magazine not detachable without a 'tool' (a bullet is a tool) means you can have all the 'evil features' you want. Or you can have a truly detachable magazine with no 'evil features'.

2. regardless of the cheap plastic add-ons or grips the top three deliver the same round
the 223 Remington (NATO 5.56)
the bottom two deliver the 7.62x39

stop being scared of scary looking guns

3. Yup. So does this:


Same caliber as an AR-15, same rate of fire, same range of magazine capacities, and traditional looks.

The same rifle in 7.62x39mm is the Mini Thirty, marketed as a short-range deer rifle, and functionally identical to a civilian AK.

It only has a different stock. It is illegal.

Somehow a mean-looking stock makes it more dangerous.

Go figure.

There is an M16 mag adapter for the 5.56 Saiga. It's about $120. I might get a Saiga in 5.56 but I don't have the cash for one right now.

7. There is a new company selling stock adapters
To aid in compliance for AR-15s, I believe it is called the Hammerhead grip, will change the grip and stock to something more like the middle AR, but looks much better and appears to be more ergonomically sound.
