3 wounded by gunman shooting randomly at passing cars in Siren Wisconsin. Shooter now dead. |

Two people were in one of the cars and received non life threatening injuries. A sheriff's deputy tried to take the suspect into custody, but the man started firing hitting the officer. The deputy returned fire and the shooter died en route to a twin cities hospital.

The good of murder laws is for prosecution of the thugs which commit that crime. Whether or not those laws stop murders, or even slow them down, is up for debate. What YOU want to do is enact a prohibitionist regime which you know full-well will not work, and cannot in any case, be linked to murder rates.

Which I have posted on multiple occasions before (but there's none so blind as those who will not see).
Malum in se is Latin for "an ill in and of itself." Most of the stuff that falls under the heading of "doing unto others as you would not have them do unto you" (theft, assault and battery, robbery, abduction, sexual assault, homicide) are mala in se.
Malum prohibitum means "an ill (because it is) prohibited." The stuff that falls into this category is generally not directly harmful to others, but is prohibited because it creates an unacceptable risk of a malum in se occurring. Thus, driving under the influence is prohibited because it, while it causes no harm to other directly, it creates an unacceptably high risk of damage to the life, limb and property of others.
A law against a malum in se requires no justification; nobody has the right to deprive another of life, liberty or property (though one may have legal authority or justification to do so in certain circumstances). To prohibit something that is not a malum in se, however, requires a compelling case that the positive effect of such a law (i.e. how well it protects and/or improves public health and safety) is worth the attendant deprivation of citizens' freedom to do what is not, in and of itself, an activity harmful to another.

The deceased suspect is a 43-year old man from rural Siren, WI, and was known to local law enforcement from previous police contacts. http://www.weau.com/news/headlines/103825659.htmlOf course this is just as cryptic as the article in the O.P. What where the "previous police contacts"? Could be anything from being a free lance photographer to. . .well, anything.
