Wyoming concealed weapon bill wins first Senate nod (Would copy AK, VT and AZ)

CHEYENNE -- Wyoming residents would be able to carry concealed guns without state permits under a bill that received preliminary approval in the state Senate Thursday.

Senators voted 21-8 in favor of the bill, Senate File 47, sponsored by Sen. Kit Jennings, R-Casper. It faces two more votes in the Senate before heading to the House for debate.

If the bill ultimately becomes law, Wyoming would join Alaska, Arizona and Vermont as states that don't require citizens to have permits to carry concealed weapons.

Sen. John Hines, R-Gillette, said he's concerned that average people won't understand that they would still have to meet certain qualifications under the bill to carry concealed guns. The bill imposes requirements including that people be at least 21 years old, not have been convicted of serious crimes or been adjudicated mentally defective.

Hines noted that spokesmen from several law enforcement groups expressed opposition or concern about the bill at an earlier committee hearing. He said the state already has issued about 21,000 concealed-carry permits and has only rejected about 1 percent of applications.

"So the people that need the permits can pretty much get them," Hines said.

Sen. Ogden Driskill, R-Devils Tower, said convicts and other dangerous people are already carrying concealed guns illegally.

The state and federal constitutions are clear on the issues of gun ownership, Driskill said. "There's not any ifs, ands or but," he said. "It says, 'You will be allowed."'

1. The anti's, with their screams for bans and registration/regulation
Are more responsible for the expansion of 2A rights than the NRA ever could be.

2. K&R- IT should be that way here in PA, too...the state Constitution is very clear
that the "right of the people to keep and bear arms for defense of themselves and the state shall not be questioned."
The various early states and the US Constitution's 2nd amendment are based on the English Common Law that states that private a citizens owning and carrying of arms is a natural right, deriving from the right of all humans to defend one's life...It is NOT a right granted by the state, but a right of all human beings to defend themselves, and it cannot morally be taken or infringed on by the state.

3. Colorado's state Constitution
Says essentially the same thing but specifically forbids concealed carry. OC is legal in most of the state

4. Here, too, but many people don't realize that...you don't need a license to carry,
in PA, just to carry concealed.

7. thats pretty cool
but if it was really a right "OC is legal in most of the state" this wouldnt be true. It would be legal in all of the state. do you see anyone oc?

Actually OC Is legal in Colorado when you leave Colorado and enter Denver OC isn't legal anymore

do you see anyone oc?

I OC occasionally I don't see it like you do in AZ but I do see people doing it. Most of the time when I OC no one notices

14. Colorado does NOT forbid CCW
It forbids Vermont Carry (for now). Here is the text

Colorado Constitution Article II, Section 13

The right of no person to keep and bear arms in defense of his home, person and property, or in aid of the civil power when thereto legally summoned, shall be called in question; but nothing herein contained shall be construed to justify the practice of carrying concealed weapons.


Other areas must prohibit RKBA.

Many Americans mistakenly believe that Denver is a City in Colorado actually it is the Eastern most city in California. It even has it's own AWB,

When you leave Colorado and enter Denver you lose your RKBA

I mistyped. It would have been more accurate to say " The state constitution forbids permitless concealed carry."

The Colorado Constitution was written in 1876 when an honest man wore his gun outside his pants and only the criminals carried concealed.

I sure hope the anti's really, really whip up into a frenzy and demand more and more concessions. Press conferences, new laws/bans/restrictions. It's good for business.
