Congress blocks military orders that restrict gun rights
This is aimed at base commanders who have ordered that soldiers report and register privately-owned firearms kept at their residences off-based.

(a) In General- Except as provided in subsection (c), the Secretary of Defense shall not prohibit, issue any requirement relating to, or collect or record any information relating to the otherwise lawful acquisition, possession, ownership, carrying, or other use of a privately owned firearm, privately owned ammunition, or another privately owned weapon by a member of the Armed Forces or civilian employee of the Department of Defense on property that is not--
(1) a military installation; or
(2) any other property that is owned or operated by the Department of Defense.
(b) Existing Regulations and Records-

(2) RECORDS- Not later than 90 days after the date of enactment of this Act, the Secretary of Defense shall destroy any record containing information described in subsection (a) that was collected before the date of enactment of this Act.

Having a son in the military I know of the BS he has to go through with each base change. Over a 10-22 carbine!

3. Ft. Hood was a no gun zone when the massacre occured and still is a no gun zone.

No one in Congress has proposed such an absurd idea and if they did, it would never pass.

As far as the comment on Dred Scott, people who are in favor of RKBA and the Second Amendment point out that gun control has racist roots.

"Shall issue" concealed carry is race neutral and prevents prejudiced officials from denying an individual the right to carry based solely on his race or class.

To quote Roger Taney (emphasis added):

...More especially, it cannot be believed that the large slaveholding States regarded them as included in the word citizens, or would have consented to a Constitution which might compel them to receive them in that character from another State. For if they were so received, and entitled to the privileges and immunities of citizens, it would exempt them from the operation of the special laws and from the police regulations which they considered to be necessary for their own safety. It would give to persons of the negro race, who were recognized as citizens in any one State of the Union, the right to enter every other State whenever they pleased, singly or in companies, without pass or passport, and without obstruction, to sojourn there as long as they pleased, to go where they pleased at every hour of the day or night without molestation, unless they committed some violation of law for which a white man would be punished; and it would give them the full liberty of speech in public and in private upon all subjects upon which its own citizens might speak; to hold public meetings upon political affairs, and to keep and carry arms wherever they went.
