Even within Israel, she charged, all is not well: "Serious restrictions" are imposed on organizations that promote the rights of Israel's Arab minority, severely impeding their work.
Foreign Ministry spokesman Mark Regev said Israel would issue a full response once Jilani's formal report was presented, but human rights groups, in principle, are allowed to act unhindered.
"Despite a sometimes difficult security situation, these groups have been able to function effectively and freely. The issue of human rights is central to the Israeli political system. We pride ourselves on the fact that Israel's human rights safeguards are of the highest international standards," he said.
