Formulation of a position was considered necessary because it seemed that the High Court's decision had placed the Jewish Agency before an entirely new situation - the verdict forbade the ILA (Israel Lands Authority) from continuing to allocate land to bodies such as the Jewish Agency that wanted to build settlements only for Jews.

Or integrating all those "white" neighborhoods a few decades ago.
My house has a restriction on the title still to keep the "negros" out, although oddly enough it is a 50% black neighborhood now, a very nice one.
