"He said the US will work towards dismantling the settlements if we dismantle the so-called terror groups," Fares said. "The proposal calls for halting attacks against Israel, collecting weapons from Palestinian groups, detaining members of armed groups and other measures in return for Washington's intervention against the settlements," he added.

According to Fares, who was accompanied by Hatem Abdel Kader and Ahmed Ghnaim, the three rejected the offer and made it clear that no Palestinian would be able to take measures against Hamas and Islamic Jihad as long as the "occupation" continues. The three met with Yasser Arafat upon their return from Washington and briefed him on the outcome of their visit.

Fares said that most of the Americans he met with warned that Hamas and Islamic Jihad jeopardized the peace process and efforts to reach a new cease-fire with Israel. "We told them that these groups have their own policies and views and would be prepared to accept a cease-fire if they obtain international assurances," he added.

Fares said he and his friends expressed the Palestinian Authority's readiness to reach a new cease-fire that would include Israel as a party. "We told them that the Palestinian Authority is prepared to work towards arranging a cease-fire with all the Palestinian factions if the US guarantees that Israel would abide by it," he said. "Unfortunately, we didn't receive a clear answer on this matter."
