Report: France 'won't rule out' UN creation of Palestinian state

French Foreign Minister Bernard Kouchner has said that it is impossible to rule out the option of the United Nations Security Council creating a Palestinian state, French news agency AFP on Sunday quoted a Palestinian newspaper as saying.

According to the report, Kouchner told the Al-Ayyam newspaper that France prefers a two-state solution negotiated with Israel but that the Security Council option remains on the table.

"We want to be able to soon welcome the state of Palestine to the United Nations," Kouchner is quoted as saying. "This is the hope and the desire of the international community, and the sooner that can happen the better. The international community cannot be satisfied with a prolonged deadlock. I therefore believe that one cannot rule out in principle the Security Council option."




Its starting to look more and more like this is the only real hope for a workable two state solution. As settlement construction continues, the likelihood of a viable palestinian state contracts.

1. Uh huh. What happened to the other Palestinian state the UN created?
Transjordan was it? Brigadoon maybe?

3. Except they have - two, in fact
A Jewish Palestinian state and an Arab Palestinian state. 1947.

4. I can't remember any instances of the Security Council creating a state...
Even if they had, in this case it wouldn't happen due to the way the US vetos any resolutions that Israel is opposed to. The UN in general doesn't create states, despite Aquarts claim to the contrary when it comes to a Palestinian state already being created. There was a resolution passed in the General Assembly approving the partition plan for the area, but the UN definately didn't create any states out of that...

5. That's true, however,
we're talking about international politics, which is often an issue of perception and propaganda. Let's say that the Palestinians prepare their own Declaration of Independence, and declare a state (which they have a right to do). They would need all of the help they can get: political, economic and military. Having a UN Resolution behind them would not hurt (though they already have that in UNGAR 181).

6. Acknowledging the creation of something isn't the same as creating it...
I agree with you that any new state that declares independence needs all the support it can get behind it for it to be seen as legitimate, but that's quite different from Aquart's claim that the UN created two Palestinian states. The UN didn't create Israel, what they did was put out a General Assembly Resolution recommending the termination of the British Mandate and the creation of two states, one Jewish and one Arab. Israel was created by the Zionists when they announced their independence and it was supported by many UN member states. The Arab state was never created...
