"An Israel Defense Forces report determines that a new, binding code of conduct will be implemented at roadblocks, forbidding the humiliation of Palestinians or the use of force as means of punishment, Israel Radio reported Monday.
Defense Minister Shaul Mofaz approved the proposal on the behavior of IDF troops at roadblocks after reading it, and decided to its implementation. According to the proposal, written by Brigadier General Baruch Spiegel, the army will train professional staff and will sign a treaty outlining the code of conduct for soldiers at roadblocks.
Special border passages will be established for ambulances, essential workers, and dignitaries, Israel Radio reported. The army report also recommends increasing the number of daily hours that roadblocks are manned to 24."
