World Bank opposes int'l custodianship for settlements
A recently-completed draft plan by a team of World Bank experts on the economic future in the Gaza Strip following an Israeli withdrawal advocates against the possibility of international custodianship for the 21 settlements slated for evacuation (17 in Gaza and four in the northern West Bank) ahead of their transferal to Palestinian control.

The World Bank team suggested instead the establishment of a special Palestinian agency that, with the assistance of foreign bodies, would take responsibility for those settlements.

In the report officially presented Thursday to Israeli and Palestinian officials, the team proposed the creation of the temporary agency, staffed by Palestinians and international advisors and professional experts, who would be responsible for the evacuated settlements and for the just distribution of property to Palestinians.

According to the proposal, the agency would be established prior to the beginning of the Israeli evacuation and would be subordinate to the Palestinian Legislative Council.
