LIHOP in Northern Ireland (Omagh Bombing)?
"The UK's electronic intelligence agency GCHQ recorded mobile phone exchanges between the Omagh bombers on the day of the attack, the BBC has learned.

The BBC's Panorama says the calls were monitored as the bombers drove the car bomb into the County Tyrone town.

Despite police inquiries on both sides of the Irish border over the last 10 years, at the cost of tens of millions of pounds, none of the bombers are in jail.
...

The fact that the bombers had used mobile phones, and that GCHQ had voice recordings and their telephone numbers, was withheld.

Consequently the CID was forced to spend nine months trawling through 6.4 million telephone records to finally identify 22 suspects' phones active in Omagh and four other bombings."

Has a familiar ring, doesn't it? My perception is that the Brits have been pulling false flag ops for decades, if not centuries, and probably had a huge stake in 911, operationally and financially.

911 was all about the oil and since they lost what was left of their empire after WWII they've relied heavily on "MI5" to get their fossil fuel fix. They're the ones who put the CIA up to toppling Mossadeq in 1953 for instance after he cut BP out of Iran's nationalized oil production. When it comes to dirty tricks let's just say nobody does it better.

2. I don't see the case for LIHOP
though it doesn't excuse why GCHQ withheld details that could have helped criminal investigations.

Did the intelligence services know where and when a crime was going to be committed? Probably not. If you read the article the RIRA were talking in code. The article tells us that the RIRA were being monitored, not that GCHQ had unravelled the plot before it happened. The scandal here is that GCHQ could have helped criminal investigations with leads. The intercepts themselves aren't admissible as evidence but they could have given law enforcement leads on who to investigate.

I share your judgement.
And keep in mind that Omagh was also a case where lots of evidence was accidentally destroyed and lost etc.
The new finding also gives weight to David Shayler's initial claim that he warned of the Omagh bombing.
