regardless of one's view on 9/11.

Black op/false flag view: They could have capitalized on the fearmongering and further stifled dissent.

OCT view: The Bush administration tactics inflamed terrorist groups. They also failed to implement logical CT measures (some of which were finally passed by way of the Improving Americas Security Act of 2007). These factors make it difficult to understand the lack of follow up attacks.

15. Two reasons:

1. They succeeded in their purpose of drawing the US military into a protracted engagement in Afghanistan.

2. It's not as if that type of thing is on "off the shelf" project that can be put together on short notice. Preparation for the 9/11 attacks required patient long-term effort, and IMHO it doesn't seem as if they were engaged in a number of parallel efforts to pull of a number of such attacks in short succession.
