Osama Bin Laden could have destroyed America
It seems fair to assume that he knew the political situation and the tenor of the conversation in both the U.S. and the rest of the world after September 11. He had the means to distribute any message he liked.

He could, for instance, have made the claim that he conceived and executed the hijackings in cooperation with the Bush administration.

What do you suppose the public response to a broadcast like this would have been? What would your reaction have been?

Is it therefore conceivable that he never made such a claim because he was in fact protecting the Bush administration?
