The commander who sabotaged Cheney's shootdown order

The 9/11 report states at page 43, that NEADS personnel received an order from Cheney including a shootdown if necessary. They didn't pass the order to the pilots, however. Why not?

he NEADS commander told us he did not pass along the order becausehe was unaware of its ramifications. Both the mission commander and the senior weapons director indicated they did not pass the order to the fighters circling Washington and New York because they were unsure how the pilots would, or should, proceed with this guidance. In short, while leaders in Washington believed that the fighters above them had been instructed to "takeout" hostile aircraft, the only orders actually conveyed to the pilots were to "ID
type and tail."


I think, at 10:30, after four attacks with planes, it's a very strange behaviour for a military to sabotage a vice-presidential order, isn't it?

Someone have an explanation?

2. Cheney is not authorized to make that decision. Only dickhead
can do it. It was an illegal order from the start.

5. That may not be correct.
I think there was an Exec Order issued in June 2001 giving that authority to the VP. That in itself is curious.

10. Thats incorrect; Rumsfeld or others could issue the order to shoot down
a plane if the circumstances warrented; see previous theads on this issue. Or Dr. Griffin's book.

The guidelines are in the book and have been posted here.

By Donald Rumsfeld's own admission, he was unaware of any threats to the Pentagon -- the building where he was located during the September 11th attacks -- until an aircraft crashed into the side of it, and he ran out "into the smoke" to see if it might be a "A bomb? I had no idea." (ABC News This Week, Interview 9/16/01).

Well, that's a pretty tall tale by any standard. The New York Times reported that by 8:13am, the FAA was aware of the first hijacking out of Boston. The Pentagon explosion, which Donald Rumsfeld claimed he had "no idea," did not occur until approximately 9:37am, nearly an hour and a half later, this after two of the tallest buildings in the world were devastated. Note that a plane hijacked out of Boston can reach Washington D.C. as easily as it can reach New York City.

It was widely reported that Pentagon personnel were indeed aware of the threats to their security, and they took security measures on that morning. But not the "Secretary of Defense." Why should the man charged with defending the United States of America concern himself with hijacked aircraft?

There is a set of procedures agreed upon between NORAD and the FAA for responding to hijackings. In particular, these procedures were changed on June 1, 2001 while Rumsfeld was in power as our Secretary of Defense, in a document called: "CHAIRMAN OF THE JOINT CHIEFS OF STAFF INSTRUCTION, J-3 CJCSI 3610.01A" (www.dtic.mil/doctrine/jel/cjcsd/cjcsi/3610_01a.pdf)

At 10:30 there were still several airplanes believed to have been hijacked. A case of National Emergency and then this behaviour....

Would you expect the Independent Commission to investigate this?
Yes.

Are you surprised that they didn't do it?
No...

As part of exonerating them and banishing the thought there might have been a standdown, the Report makes up a timeline in which they're still trying to figure out the rules of engagement an hour after the attacks are done.

Mineta's testimony that has Cheney giving an order with regard to the incoming AA77 has been ignored. Instead, none of the planes were spotted in time to make any difference and Cheney's orders are supposed to have come much later than anyone had ever claimed before.

The timeline is completely fucked with to justify the incompetence theory.

Cheney's move to the PEOC soon after 9 am is pushed back to around 10 am. Mineta's testimony about constant updates on the location of incoming AA77 is turned into some red herring after 10 a.m.

AA77 is never spotted until it's at DC, instead we have the distraction of the previously unrevealed Phantom 11 (possibly an injected radar blip).

UA93 is not alerted as hijack to NORAD at 9:16, as Gen. Arnold and news reports said repeatedly over two years time; but at 10:07.

THe UA 93 crash does not happen at 10:06; that was only a completely natural tremor that coincidentally had its epicenter at the crash site just three minutes after the "real" crash at 10:03.

Etc. etc.

So if they make up some story about how Cheney's orders were not followed, it's just more camouflage to mask that they pushed back the whole timeline.

11. Supposedly it was Col. Marr. And the 9/11 Commission never asked
him to account for his actions, at least not publicly. Of course.
