local paper needs debunking on Edwards claim
Is the following true?

"Edwards claimed that the Bush administration tried to cut the pay for troops in Iraq. In reality, the opposite happened. Congress set an expiration date on the pay increase for troops, but the Department of Defense planned to compensate them through other funds."

The sub-head on the editorial is "Both candidates have a habit of stretching the truth." Grrrrrr.
