Did Dean dodge the tax plan question?

When Maria (the very attractive mod from telemundo) asked Dean
WHEN he would present a detailed tax plan as other candidates have it seemed to me he dodged it by saying "first we have to balance the budget" or something like that.

I don't have a debate transcript but it seemed like he never really answered the question.

Why is Dean afraid to present a detailed tax plan?

I wouldn't blame him if it was because it complicates the antiBushtax message.

How can a guy thats been running for almost 2 years not have some sort of a plan....He started out saying he would repeal all bush tax cuts but seems to be backpedalling on this

What concerns me is that he is asking voters in LOTS of primaries to vote for him without knowing what he proposes.
