The voice that is ostensibly cuing him is nothing but an pre-echo of * himself, albeit a severely distorted one, caused by some technical screw up. This is pretty obvious if you listen to it carefully, and if you record and analyze the audio you'll see that cadence and words match up perfectly. This is probably a result of a direct feed of his voice getting mixed in with a security-delayed feed.
I'd love it if this were a smoking gun, but unfortunately it seems to be an innocent technical mistake.

happening. i found mostly it was exact so i was in confusion thinking it was an echo, but there were times in the speech were it was flat out different then what was being said. which had me switching to what is going on
i didnt care either way, and was opened either way............but i do know what i heard
