FCC Complaint Filing Help Needed

I have gone through the FCC website and I see forms for filing an obscenity complaint or a slamming complaint. I cannot find a formal complaint form for a general complaint. Can anybody help me with the link to the form?

The best procedure would seem to be to get petitions printed up at your local Kinkos and find people to stand out at supermarkets and shopping malls to get thems signed. The petition would read "Petition to deny license renewal for station XXXX, XXX Network, owned by Sinclair, Inc.

That should do it, but it's going to require work.

Hit those bastards in their only sensitive spot, their wallets.
