Nuisance Response: Under Bush the threat will never go that low |

He should say that under his presidency, the need to watch for it will first go to a nuisance level and the actual incidents in the U.S. will diminish to unheard of. 9/11 happened on Bush's watch.

He needs us off balance and panicked so we won't notice what he and his are doing to the country.
The difference is Kerry doesn't need fear to lead, and Bush does. Kerry doesn't need to divide the country, and Bush does.
