Nuisance Response: Under Bush the threat will never go that low
He should say that under his presidency, the need to watch for it will first go to a nuisance level and the actual incidents in the U.S. will diminish to unheard of. 9/11 happened on Bush's watch.

1. Bush won't even mention Osama at all these days
So apparently he's less than a nuisance to him. Not to me and most other sentient beings in this country.

I guess he already views Osama as nothing more than a nuisance and that's why he stopped looking for him.

He needs us off balance and panicked so we won't notice what he and his are doing to the country.

The difference is Kerry doesn't need fear to lead, and Bush does. Kerry doesn't need to divide the country, and Bush does.
