'Uniter' Bush faces a nation divided

Any hope for similar cooperation in Washington ended in the 2002 election season, when Bush crisscrossed the country to campaign against Senate Democrats, including some who had supported his tax cuts.

Democrats were incensed when Bush accused them of blocking plans for a new Homeland Security Department and questioned their commitment to the war on terrorism.

The attacks were particularly galling because Bush had initially opposed the department's creation.

''They just felt that Bush had abandoned any pretense of changing the tone,'' said Norm Ornstein, a congressional scholar at the American Enterprise Institute. ``The president said he would be a uniter, not a divider, and after education he didn't lift a finger to do that.''
