What is the format for tomorrow night's debate

What is the format for tomorrow night's debate
This is something I probably should know but is there anything different from the first debate - except for the topic? Tomorrow night is the economy or domestic issues. Will they make opening statements, are their butts nailed to a seat, what has Bushy and Rove insisted upon to try and give BoyGeorge the upper hand. Gawd forbid Dubya be demanded to just go in and talk to the American people. He can't converse intelligently in his native language much less to the rest of the world. Why isn't this an issue?

Sorry, I got sidetracked there! What are the ground rules for the last debate?
