Bush faked news reports on No Child Left Behind

I heard on Air America today that Bush faked news reports on No Child Left Behind. Supposedly they hired an actress to pretend she was a reporter doing a story so they could spin it in the press. Apparently they also faked stories before on the Medicare Reform, hiring an actor and pretending it was a newscast? Karen Hughes may of been involved?

Does anyone have links to support it? I can't find the story and Air America's website sucks.
