Can Bush be impeached for cheating during the debates?

Can Bush be impeached for cheating during the debates?
We all know that it is obvious that he has someone reading him his lines .

Is that grounds for impeachment? Isn't that deceptive practices?

They impeached Clinton for having oral sex with an intern (and lying sbout it). Frankly, I think cheating in a presidential election if far worse.

my sister just called me from GA, I'm at work in NC, and said MSNBC just did a story on bush being wired and it is now proven he is getting help during the debates.

Is this for real?

Impeachment can only be done for high crimes and misdemeanors. Lying is a crime only when you are under oath. Violating the rules of a debate isn't a crime.

22. I wouldn't add it to my list.
But the list is still far from incomplete. Mind if I practice spitting it out?

1) Deceiving Congress Part 1: The October 2 resolution which authorized use of force in Iraq was prefaced with a number of "whereas" clauses which were based upon the then-incomplete intelligence assessment of the White House. Congress authorized use of force IF the White House confirmed the "whereas" clauses AND showed that an invasion of Iraq was part of the ongoing war on terror INCLUDING the terrorists behind the attacks of 9/11/01.

Bush's report repeated the "whereas" clauses back to Congress, claiming that Congress made these findings. This is a clear deception of Congress and a violation of the use of force resolution.

2) Deceiving Congress Part 2: The White House intentionally concealed the true costs of the Medicare bill, hiding some $130 billion in expenses. Enough said, I think.

3) Not having a National Security Strategy in time of war. The Goldwater-Nichols Act of 1986 requires that the White House submit both a classified and an unclassified report detailing the United States' security strategy. The White House failed to submit a National Security Strategy until September of 2002, and has failed to update it since. The 2002 NSS is nothing but Paul Wolfowitz's neocon jack-mag for world domination, and the minimal actual strategy it contains has since been invalidated by the Iraq quagmire and Iranian and North Korean nuclear aspirations.

It's now pretty obvious that no strategy has been submitted because the Bush Administration doesn't have a strategy. That's a violation of the letter of the law, but it's even worse because we are now embroiled in a war of the Bush Administration's own creation.

4) Violation of Article 1, Section 9 of the Constitution. The President diverted $700 million from the occupation of Afghanistan to preparation for the invasion of Iraq, which had not yet been authorized by Congress. That appears to be a clear violation of Article 1, Section 9, Clause 7, which prohibits money being drawn from the Treasury without authorization of Congress.

5) Manipulation of an intelligence agency. The fateful 17 words about the Niger yellowcake were taken out of a 2002 Bush speech, but without additional evidence were included in the 2003 State of the Union Address. CIA Director George Tenet fell on his sword and took the blame for the "mistake," but not before he reputedly testified to the Senate that he had been pressured to put the statement back in to the SOTU. That's manipulation of an intelligence agency, the same charge which would have been proffered against Richard Nixon had he not resigned.

6) Lying to Congress. The erroneous yellowcake sentence itself may constitute yet another ground for impeachment, as it is a lie delivered to Congress while the President was fulfilling his Constitutionally required duties. It only holds true if you can prove point 5 above, but if you can, this is icing on the cake.

If anyone can help me with others, I'd sure appreciate it. Specifics are a real plus.
