Does referring to Roe as Dred Scott make Bush appear dishonest

My question is whether the public would consider Bush dishonest if they were clued in on the fact that he used Dred Scott to send a message to his suppoters in a way that most people wouldn't get.

because he won't tell the whole nation, supporters and opponents alike, where he REALLY stands. The Dred Scott reference was code to "supporters only". A stealth attack if you will.
