The Kerry tax plan

Mr. Bush will claim, once again, that Mr. Kerry plans to raise taxes on many small businesses. In fact, only a tiny percentage would be affected. As financial aid coordinator for an adult education center that serves Richland, Crawford, Huron and Ashland counties, I help students apply for Pell grants.

Many of my clients have lost jobs because of recent layoffs, downsizing or outsourcing. Others are in low-paying jobs with few if any benefits. They truly want to increase their knowledge and skills so they can better provide for themselves and their families.

Many were surprised when they learned how little they would receive. One woman with disappointment in her eyes and hurt in her voice replied, "I didn't think it would be that little." Had George Bush kept his word, her Pell grant would not have been that little. In 2000 as a candidate, he promised to increase the maximum grant to $5,100. Instead, he flip-flopped. According to information on the GOP-controlled U.S. House of Representatives Web site, "Not only has President Bush broken his promise to increase the maximum Pell grant to $5,100, but he's actually frozen or cut the maximum Pell grant for the past three years." For FY 2005, the maximum is $4,050 -- a far cry from what candidate Bush promised.

Some of my clients -- unable to close the gap between Pell and the cost of their desired education -- did not enroll. Each of their files represents broken dreams. Each reminds me of a "mixed message" sent by Mr. Bush to the voters back in 2000. Each stands as a silent sentinel to the president's broken promise.
