He's trying to adapt with a "smowl" (smile/scowl) but he just can't think on his feet beyond "98 times my opponent raised taxes." Even he'll grow tired of that "zinger" fairly soon, at which point he'll have nothing more to say.

It was less obvious in the previous two debates, but I notice very clearly now the severe loss of muscle tone on the left side of Bush's face, with that corner of the mouth drooping severly, and not animated at all. The left side of his face is nearly immobile.
This guy has suffered a stroke. I suspect it happened back when he claimed to have choked on a pretzel and hit his head. It would explain why his personal physician was bike riding with him when he famously fell off his dirt bike some time back.
