Anyone notice how Bush's answer to everything was "education"? So if you are unemployed, it's because you're uneducated. If you've been discriminated against, you're uneducated. Why the surprise? It's standard conservative, social Darwinist dogma which also happens to be found in certain Christian fundamentalist theologies (see prosperity gospel types at a friendly Christian television network near you). The poor are poor because they are unworthy. If they weren't unworthy they would not be poor. QED.
Trying to mess with that to produce greater social justice is trying to mess with the proper natural order of things if look at it from the standard conservative social Darwinist worldview.
Alternatively, from the Christian fundamentalist worldview, trying to directly mess with that defies the will of God. The proper approach is to turn them into the right kind of Christians so that, by the grace of God, they just might be able to get themselves out of poverty, etc. (though whether they do so or not is not actually important --all that actually matters is whether they have been "saved"). This explains what the big deal with "faith based initiatives" is: the big deal is that it is the only thing that can properly work to resolve social problems when seen within a certain specific type of Christian fundamentalist worldview.
P.S. And it should be noted that the religious version of this is nothing recent as variations of this date back at least to the Calvinists and their predestination dogma.

Kerry made the explicit point that racism is still a problem in this country . . . rather than addressing that in any way, Bush started in on education -- seemingly his answer to everything . . . despite the fact that his education policies suck . ..
