Justify your spending programs by explaining how they are going to be paid for.

In other words, the exact opposite of what Bush does.

9. I was giving him the benefit of the doubt that paygo was insider speak
for pay as you go. he was trying to show off to kerry that he'd heard of it and was throwing around the slang name for it.

12. This is a term that's used often in politics, though...
It's not just "out of the blue" or "stupidity" - he's just using a term for "pay as you go" that most americans haven't heard.

14. Any expense item in a bill must be matched to a revenue item to pay for
it, if it is new - meaning not in the original budget bill.

So you want a new program, you must put in the bill the killing of an old program to save the same amount of expense, or a new tax/fee/better enforcement that will pick up new monies to pay the new expense.
