It's part of his foreign policy. That's what he said. It's one thing to believe that and diplomatically work towards that goal. It's a whole other thing to start wars for religious beliefs. The way he pairs it with Religion is really creepy. I think you're correct when you say there's a list of countries.
We know there was one for economic interests, but I doubt he was very interested in learning about that. I do think it's quite possible that the idea of a megalomanic religious "victory" could have gotten Bush's attention and pursuaded him to pursue it more enthusiastically.
When he has his "all about me" moments, he always refers to religion.
