After watching the last one of the debates--
I noticed that Bush threw in a lot of attempted light hearted jokes. This happened after Kerry had made a particular exact point in the way the administration operated. This is a mechanism that students use in school when they are called upon and dont have the exact answer-its a delaying mechanish to gain time to recall and form an answer. I used to do this in school also.

Maybe didn't know the answer, maybe knowing AN answer that would be unpopular.
