first time about 11 days after he took over as "president"
Second time the CBC tried to set up meetings with him regarding Hati, he turned them down continually, finally they got on a bus to go to the white house (uninvited) and were met my Powell and Rice (gee I wonder why) who told them the president was out of town. they informed the two they would stay until he showed up. He came out about an hour later.
