I'm guessing this girl went to Briscoe Elementary until it closed in June of 2004.

Briscoe Elementary had the HIGHEST percentage of 3rd graders reading at the benchmark level - 95% (page 4). It also had one of the lowest costs per pupil.

"the costs of implementing provisions of the No Child Left Behind Act (NCLB) are uncertain. Although some states have attempted to quantify these costs, Oregon has not. In the President’s recently proposed budget for 2005, Oregon’s Title 1 funding would increase by about 8%, but it is not known if this amount is sufficient to fund No Child Left Behind."
