He was encouraging folks not to get it if they don't need it, and gave himself as an example of someone who did not need it.

Everything that comes out of W's mouth is a lie- especially material he has prepared ahead of time.

When he carefully and specifically states something that you can tell he has planned ahead of time to say - that is the sure test that it is a lie.
